Documentation covers the surrounding context that gives an event meaning. It includes narrative summaries, media attachments, detailed environmental and weather conditions, aviation context (aircraft registration, flight phase, ATC communications), response and impact data (official response, physiological effects, economic impact, countermeasures), and relational data linking events to each other, to legislation, and to broader patterns. While it carries the lowest weight (15%), thorough documentation is what transforms an isolated data point into a comprehensible event.
