This document is a summary of statements by seven US PERSONs employed by the federal government who separately reported observing several unidentified anomalous phenomena in the western United States over the course of two days in 2023. The summary notes the US PERSONS reported four distinct categories of experiences, including observing “orbs launching other orbs” at a distance, observing a large stationary glowing orb at close estimated range, pursuing a large phenomenon near the ground, and observing a large, seemingly transparent phenomenon, reported to being akin to a “translucent kite.” Although there is no technical data directly associated with this report, contextual factors — such as these events sharing features with others reported to the All-domain Anomaly Resolution Office (AARO), the reporters’ credibility, and the potentially anomalous nature of the events themselves — combine to make this report among the most compelling within AARO’s current holdings.

Hovering or lift without conventional means
Page 2: USPER6 stated the Large Fiery Orb 'seemed to be hovering with zero resistance or movement, or to be suspended...' with no visible propulsion, wings, rotors, or conventional lift mechanism. Page 3: The Dark Kite object 'moved with zero resistance' and maintained constant height while traversing desert terrain. Page 4: The Transparent Kite was 'about 6 meters off the ground' and 'appeared to be floating slowly with the wind' with no described propulsion system.

Page 3 (Dark Kite): As agents approached to within a few hundred feet, 'the object suddenly moved off the road over the desert without changing its orientation with respect to the observers.' The sudden departure from a stationary-appearing position and subsequent abrupt stop '100 meters off the side of the road' before extinguishing lights describes rapid velocity changes. Additionally, Page 1 (Orbs Launching Orbs): the orange mother orb appeared and disappeared within 'one or two seconds' each time, suggesting instantaneous appearance and disappearance rather than gradual movement.

Page 4 (Transparent Kite): USPER5 reported that when using a spotlight, 'at one point my beam went from shining far into the distance to stopping about 50 yards away on nothing in particular, it just was not projecting into the distance and then it was.' When pointed at the spot where the beam appeared blocked, 'the light was projecting into the distance again,' suggesting the object had moved or became non-blocking. Additionally, USPER7 was present but 'did not see the object' while USPER5 and USPER6 observed it, suggesting the object was intermittently or selectively observable. The object appeared somewhat transparent through NVGs. Page 3 (Dark Kite): The object extinguished its lights entirely after stopping, rendering it invisible to the pursuing agents.
